The link in your post is to a file on your hard disk, not on the web, so, of course, it is not available to us.

When I insert an image, I click on the "Insert Image" button (third icon from the right on top of the "Quick Reply" box at the end of a thread), click "From Computer" tab, click "Browse" button to select the file from disk and finally click "Upload File(s)."
