Bedroom Entitlement Problem

Hi All,

My friend is a landlord. He has to calculate the amount of "room allowance" that can be provided from the local housing association, based on the number of children in a house.

There is a calculator online here:

We cannot seem to replicate the calculator however in a formula or in Excel.

Note: The rules about couples or people aged 16+ are not a problem for us.

1 couple = 1 room
1 person 16+ = 1 room
