It looks as if:

Dimension AB = CD = 35m

Dimension BC = AD = 18m

Dimension AE = 23m

What does the $\displaystyle \text 38' $ and $\displaystyle \text 44' $ mean?

It looks as if they were meant to be angles.

If angle ABE is 0deg38' and angle EBC is 0deg44min

then it is solvable.

Need a little more info.

Could you clarify the assumptions?
