A rain gauge manufacturer recieves a complaint from a farming group that the rain gauges they produce are not accurate. Are the rain gauges accurate? If not, should the 5mm graduation be above or below the current mark. The diagrams below show the rain gauges(not to scale)

I'm not exactly following what you want to do in this problem: Can you elaborate on the problem in a bit more detail with your own explanations and insights?
It appears that rainfalls below 45mm cannot be read accurately on the gauge because there are not marks. 5mm marks below 45mm mark and between all other mark spacing greater than 5mm will help reading more accurately. NB. Spacing varies and above certain level 5mm spacing might not be practical. Of course this by the assumption that the manufacturer considers crooked cross sectional area of the gauge.(Shake)
