    Unfortunately your drawing isn't very accurate ...

    If - and only if - the points R, T and P are tangent points the distance

    \overline{SQ} = \overline{ST} + \overline{QP}

    To get this result use the properties of symmetry about a straight line. The symmetry axes(?) are drawn in green. I've marked one pair of segments with equal length in red.
