    |C-20.5| \le 0.5

    -0.5 \le C-20.5 \le 0.5

    20 \le C \le 21

    20 \le 2\pi r \le 21

    \frac{10}{\pi} \le r \le \frac{21}{2\pi}

    the area of a circle is \pi r^2 ...

    \frac{100}{\pi^2} \le  r^2 \le \frac{21^2}{4\pi^2}<br />

    \frac{100}{\pi} \le \pi r^2 \le \frac{21^2}{4\pi}<br />
