Fill the small bucket; tip it into the big bucket.

Re-fill the small bucket; fill the big bucket from it, and now empty the big bucket away. You have one litre left in the small bucket. Tip this into the big bucket.

Re-fill the small bucket; tip it into the big bucket, which now holds 4 litres. (Sorry about the British spelling; I couldn't bring myself to write liter. Oops! I just did!)

I can tell u 2 right away.

+ fill up 3 gal, put it in the 5 gal
+ fill up 3 gal, fill up the 5-gal (you will have 1 gal left in 3 gal)
+ empty the 5-gal
+ pour the last gallon from the 3-gal into the 5-gal
+ fill up 3-gal, pour it into the 5-gal....

to get 4 gallons exactly!
