I have to write this sentence in symbolic form.

Let
p=Jessica passed math
q=Jessica does her homework
r=Jessica got a new car

The sentence is:

It is not the case that Jessica passed math and she does her homework.

we want to negate the statement , can you do that? (Hint: Use DeMorgan's laws)
