    Permutations are order driven.
    Combinations are content driven

Suppose there is a group of twenty people.
If we select a president, vice president, and a secretary, how many ways can that be done?
If we select a subgroup of three members to plan the annual picnic, how many ways can that be done?

Now one of those to situations has to do with order? Permutation
Which has to do with content alone? Combination

No. None of those has anything to do with order.
    They are all combinations.
#1 even says "how many combinations...".
