I assume that one member is not allowed to hold two different positions on the board.
If you choose members for each position in the order you give, there'll be 25 possible choices for Chair, 24 possible choices for Vice Chair, 23 possible choices for Treasurer, and 22 choices for Secretary. So the answer is 25*24*23*22.
