Can someone tell me the region where h(3 - 2t) is equal to 1? I know how to do it if the number in front of the t is 1 and if it was t - a constant but not sure what happens here

Assuming you mean the Heaviside step function there, it's 1 when the argument is non-negative. That is, when Can you finish from here?

so 3 - 2t >= 0
-2t >= -3
t <= 3/2 ?
