If $\displaystyle f'(-2)=f'(2)=0$ then we can consider $\displaystyle f'(x)=a(x^2-4)$

Then $\displaystyle f(x)=\frac{ax^3}{3}-4ax+c$

$\displaystyle f(0)=4, \ f(2)=0\Rightarrow c=4, \ a=\frac{3}{4}$

Therefore $\displaystyle f(x)=\frac{1}{4}x^3-3x+4$
