Use the first derivation:

$h(x)=\sqrt{2-7x^2}~\implies~h'(x)=\frac12 \cdot (2-7x^2)^{-\frac12} \cdot (-14x) = \dfrac{-7x}{\sqrt{2-7x^2}}$

h'(x) = 0 if x = 0

Now check if you've got a minimum or a maximum. I'll leave this part for you.
