Hi I've got a question which i really dont understand, and was wondering if anyone could help me???

Basically i need to say whether this is an equivalence relation but i dont understand the equation:

{($\displaystyle m/n , k/l$) : such that ($\displaystyle m/n$)($\displaystyle k/l$) [tex]є Z[tex]}

an equivalence relation is a relation that satisfies certain properties, particularly, 3 properties.
