I'm having a hard time interpreting what you're asking...

Do you mean $\sum_{n=1}^{\infty}\frac{3n+7}{2n^2-n}$ or $\sum_{n=1}^{\infty}\frac{2n^2-n}{3n+7}$??

After a combination of divination with the Math Gods and my uncanny ability to read completely incomprehensible math type this says

$\sum_{n=1}^{\infty}\frac{3n+7}{n^2-n}$

In which case it diverges by the limit comparison test

$\frac{3n+7}{n^2-n}\sim\frac{3}{n}$
