    extrema

    When asked for a local minima, could you put down a global minima?

    Only if the global minima is/are also a local minimum.

    The technical point is that if you are doing constrained minimisation
    the global minima are either local minima inside the feasible region
    or they are on the boundary and need not be local minima.

    In the unconstrained case the global minima are local minima
