I have no clue, I dont get the topic of derivatives at all. Any help would be appreciated.

The derivative is the rate of change. In this case it is the cost per year. I think it should be (b) dollars per year.

The original function is v=f(t) gives v in thousands of dollars vs. t in years. So the rate of change of this function is thousands of dollars per year, (c).
