You must find values of $\displaystyle a~\&~b$ so that:
$\displaystyle \lim _{x \to - 1^ - } f(x) = \lim _{x \to - 1^ + } f(x)\;\& \;\lim _{x \to 9^ - } f(x) = \lim _{x \to 9^ + } f(x)$

Well what are you willing to do for this effort?
Surely you don't expect us to do it all for you. DO YOU?

At the very least you can show us $\displaystyle \lim _{x \to - 1^ - } f(x) = ?$

\lim_{h\to -1^-}f(x)= (-1-h) which isn't that (-1--1) which would be 0 right?

\lim_{h\to -1^+}f(x)= (-1+h)

and wouldn't it be the same for 9 also?
