You must find values of $a~\&~b$ so that:
$\lim _{x \to - 1^ - } f(x) = \lim _{x \to - 1^ + } f(x)\;\& \;\lim _{x \to 9^ - } f(x) = \lim _{x \to 9^ + } f(x)$

At the very least you can show us $\lim _{x \to - 1^ - } f(x) = ?$

\lim_{h\to -1^-}f(x)= (-1-h) which isn't that (-1--1) which would be 0 right?

\lim_{h\to -1^+}f(x)= (-1+h)

and wouldn't it be the same for 9 also?
