Hint: You have z = f(x,y) so you have two derivatives: one with respect to x and one with respect to y. Can you find the expression for those derivatives?
The partial derivatives give you two vectors in the tangent plane. Then the cross product of these vectors is the normal vector you need to get the equation for the tangent plane.
