Dispersing clumped co-ordinate points to a regular grid

    Hello
I have a problem where I have many co-ordinate points, including many duplicates, and I need to disperse them in the best manner to non-duplicated regular grid points.
The best manner will be where the total movement of all the points is minimized.
Details of usage and one inadequate method are included in the attached pdf file.
    Any help greatly appreciated
    Thanks for your time
