Since the outer integral is with respect to y draw the horizontal lines y= 0 and y= 3. Those are the upper and lower bounds for y. Since the inner integral, with respect to x, has lower bound x= y and upper bound x= 3, draw the lines y= x and the vertical line x= 3. Those lines bound the region.
The integration should be simple. What do you get?
