    Help with understanding an integral

    Hi,
    I'm a graduate student and am having trouble in following the logic of an integral in a paper that I have to read. The author seperates an integral into two seperate integrals and I am not sure exactly how he can justify it. If anyone can shed any light on it for me I would really appreciate it.
