I might be mistaken but I think this is just a matter of comparing the original cost and passenger amounts to the new cost and passenger amounts.
    Original amounts being:
    $460 and 980
    New amounts being:
    $460 + $36 and 980 + 8

To compare the prices find the cost per passenger both times and take the orginal away from the new.

    Original :

    460/980=0.46

    new:

    496/988=0.50

    hence, new-original=0.50-0.46=$0.04/passenger.

Is this what we are supposed to do?Does .04 become the rate of change?
