If mikes salary is \$x per year, then for the salaries to be in the required
ratio:

x/22000=3/4

which you need to solve for x.

Here is another way.

One has $3x$.
The other has $4x$.
(Note the ratio is 3:4).

In sum they have,
$3x+4x=22000$
$7x=22000$
