Ok the original post is finally updated to show the correct expression. I would love to show my work so far but I am stuck on where to start on this one.

$

$=\left(\frac{q^3}{3ppq}\right)^{-2}$

$=\left(\frac{q^2}{3p^2}\right)^{-2}$

$=\left(\frac{3p^2}{q^2}\right)^{2}$

$=\frac{9p^4}{q^4}$
