Ok, let's set it up.

Let r = Dexter's rate
Let t = Dexter's time
Let 260 = Dexter's distance

Let r - 10 = Gail's rate
Let t + 2 = Gail's time
Let 330 = Gail's distance

D = rt

(1) $rt=260$

(2) $(r-10)(t+2)=330$
------------------------------------------

(1) $r=\frac{260}{t}$

(2) $\left(\frac{260}{t}-10\right)\left(t+2\right)=330$

Solve (2) for t, then substitute back into (1) to find r.
