    y+4 = \frac{x-3}{-2}

    Subtract 4 from both sides

    y = \frac{x-3}{-2} - 4

    y = \frac{x-3 + 8 }{-2}

    y = \frac{x+5}{-2}

    y = \frac{-x}{2} + \frac{-5}{2}
