$y+4 = \frac{x-3}{-2}$

Subtract 4 from both sides

$y = \frac{x-3}{-2} - 4$

$y = \frac{x-3 + 8 }{-2}$

$y = \frac{x+5}{-2}$

$y = \frac{-x}{2} + \frac{-5}{2}$
