I'm assuming that c is the variable?

For a double root, the discriminant of the quadratic equation is equal to zero.

If you have a number Ax^2+Bx+C = 0 , then the discriminant is $B^2-4AC$

in order to have a double root set $b^2 - 4(4) = 0$ and solve for

as Mush said, this comes from the discriminant in the quadratic formula.
