I'm not sure exactly what you mean by this. I'm assuming that the letter V is supposed to look like a square root sign. Is that it? If it is, then the question could be

$\sqrt{(10^2)^3}$

in which case you use the rule that

$(x^a)^b = x^{ab}$ and write it as

$\sqrt{10^{2\times 3}} = \sqrt{10^6} =10^3$

Or it could be

$\sqrt{10^{2^3}} = \sqrt{10^8} = 10^4$

Or is it something else?

I assume that you use the capital V as the root sign(?). If so: "Translate" the square root by the exponent $\frac12$:

$\left(\sqrt{10^2}\right)^3 = \left( \left(10^2\right)^{\frac12}\right)^3 = 10^{2 \cdot \frac12 \cdot 3} = 10^3$
