The quotient of 16 and 4 is 4, because, $\displaystyle \frac {16}{4} = 4$, so, other number is 16.

The quotient of 4 and 1 is 4, because, $\displaystyle \frac {4}{1} = 4$, so, other number is 1.

so, other number is either 16 or 1.
