    1) $\displaystyle \left(\frac{x^8}{x^3}\right)^4$

    $\displaystyle =\left(\frac{x^5\cdot x^3}{x^3}\right)^4$

    $\displaystyle =\left(\frac{x^5\cdot \bold{\rlap{--}}{x^3}}{\bold{\rlap{--}}{x^3}}\right)^4$

    $\displaystyle =(x^5)^4=x^{20}$

    Can you now proceed with number 3 ?

    2) $\displaystyle \frac{15x^8\ y^9\ z^6}{3x^3\ y^4\ z^5}$

    $\displaystyle =\frac{5x^5y^5z\cdot 3x^3y^4z^5}{3x^3y^4z^5}$ or you can write it as $\displaystyle 5x^{(8-3)}\ y^{(9-4)}\ z^{(6-5)}$

    $\displaystyle =5x^5\ y^5\ z$
