I can multiply this easily-but the problem says to simplify it. I have the answer and NO idea how to get there. Can someone help to simplify:

Are you sure you typed it right? Is it $\displaystyle (3x^2-2x-7)(8x^2-8x+7)$ or $\displaystyle (3x^3-2x^2-7)(8x^2-8x+7)\;\;?$
Is this $\displaystyle (3x^2-2x^2-7)(8x^2-8x+7)$ the right question in your book? If it is then
$\displaystyle = (3x^2-2x^2-7)(8x^2-8x+7)$
$\displaystyle =(x^2-7)(8x^2-8x+7)$
now finish it.
The answer in your book is wrong then.
