when you multiply those matrices,you get 2*2 as dimensions of the answer which is

1 3x-y+8 = 1 0

2 -2x+2y = 2 4

which means that 3x-y=-8 and -2x+2y=4

-x+y=2 y=x+2

3x-x-2=2

2x=4

x=2

y=2+2=4
