This is really silly, but I am stuck on a simple percent!

Could you please tell me what 0.4 percent of 650 is? Is it just multiplied as it is, or does the decimal move?

Just Multiply. But be carefull about "0.4 percent"
"0.4 percent" means = 0.4% and also equal to (0.4/100)
Therefor, 0.4% of 650 will be (0.4/100) x 650 = 2.6
