(Dotted line is a fraction line) I understand that 1/-2-² = -2²... but I am not sure how to do this one using that formula.

$\frac{-2^{-2}}{-2^2}$

Important . It does not say $(-2)^{-2}$ or $(-2)^2$

. . . . . . . . . .Only the $2$ is raised to a power.

We have: . $\frac{-(2^{-2})}{-(2^2)} \;=\;\frac{2^{-2}}{2^2}$ . . . (Negative $\div$ negative = positive)

Then: . $\frac{2^{-2}}{2^2} \;=\;2^{-2-2} \;=\;2^{-4}$ . . . (Division rule for exponents)

Finally: . $2^{-4} \;= \;\frac{1}{2^4} \;=\;\frac{1}{16}$
