I need to figure out how to isolate the y variable.

Is the question to isolate y in the equation $\displaystyle \frac{y}{3} + \frac{2x}{5} = 11$?
If so, first subtract 2x/5 from both sides:
$\displaystyle \frac{y}{3} = 11 - \frac{2x}{5}$
Then multiply both sides of the equation by 3:
$\displaystyle y = 33 - \frac{6x}{5}$
