Note that $\displaystyle 4=2^2$ and recall this property : $\displaystyle (a^b)^c=a^{bc}$ So $\displaystyle 4^{3y-2}=(2^2)^{3y-2}=2^{6y-4}$ So now you have $\displaystyle 2^{6y-4}=2^{2y+3}$ Can you finish it ?
