$\displaystyle 49.0036=4\times10+9\times 1+0\times \frac{1}{10}+0\times \frac{1}{100}+3\times\frac{1}{1000}+6\times\frac{1 }{10000}$

Or, if he is familiar with exponents, it might look like this:

$\displaystyle 49.0036=4\times10^1+9\times 10^0+0\times 10^{-1}+0\times10^{-2}+3\times10^{-3}+6\times10^{-4}$
