The time here is 2 years behind. Just for the sake of being clear, assume that the current year is 2008. In the year 2006, Jan is 14 years younger than thomas was.

Clearly the wording of the problem suggests that when you find Jan's age 2 years ago, add 2 to get her current age.
I'm sorry for picking on you like this. Your original post is correct, but you found the age 2 years ago. They wanted the current age of Jan, so you need to add 2.

Jan is in the present tense, thomas is in the past tense. You would be right if the question read: Jan was 14 years younger than thomas was 2 years ago. But it doesn't.
This is a strangely worded problem since it involves no algebra, but Quick is correct on this one, and I think his explanation was pretty clear, too.
Jan IS 14 years younger than Thomas WAS 2 years ago. Two years ago, Thomas WAS 21. Jan IS 14 years less than that, which is indeed 7.
