$\displaystyle \begin{aligned} \frac{4x-2}{x+4}&\le 3 \\ \frac{4x-2}{x+4}-3&\le 0 \\ \frac{4x-2-3x-12}{x+4}&\le 0 \\ \frac{x-14}{x+4}&\le 0. \end{aligned}$ Can you take it from there?
