$\frac{10}3\cdot\frac{2x}{15}$

$=\frac{10\cdot2x}{3\cdot15}$

$=\frac{(2\cdot5)\cdot2x}{3\cdot(3\cdot5)}$

$=\frac{2^2\cdot5\cdot x}{3^2\cdot5}$

Now cancel the common factor.
