First combine the constants on the right side of your equation.
$\displaystyle \frac{1}{2}+3x=2x+\frac{-13}{4}$
Next subtract $\displaystyle \frac{1}{2}$ from both sides.
$\displaystyle 3x=2x-\frac{-15}{4}$
Finally, subtract 2x from both sides
$\displaystyle x=\frac{-15}{4}$
To check, simply replace x in your original equation with $\displaystyle \frac{-15}{4}$.
$\displaystyle \frac{1}{2}+3x=\frac{1}{4}+2x-3-\frac{1}{2}$
$\displaystyle \frac{1}{2}+3(\frac{-15}{4})=\frac{1}{4}+2(\frac{-15}{4})-3-\frac{1}{2}$
