expand all squares:

$\displaystyle \frac{\left(\frac{1}{6}\right)^2\codt\frac{9}{25}} {\frac{2}{5}}$$\displaystyle =\frac{1}{36}\cdot\frac{9}{25}\cdot\frac{5}{2}$
Simplify and you'll get:
$\displaystyle \frac{1}{40}$

I think the (2/5) was supposed to be squared too.

So the problem is:

$\displaystyle \frac{(\frac{1}{6})^2 \cdot \frac{9}{25}}{(\frac{2}{5})^2}$

Determine the squares first:

$\displaystyle =\frac{\frac{1}{36} \cdot \frac{9}{25}}{\frac{4}{25}}$

Cancel 9 out of the top:

$\displaystyle =\frac{\frac{1}{4}\cdot \frac{1}{25}}{\frac{4}{25}}$

and cancel the 25ths out:

$\displaystyle =\frac{(\frac{1}{4})}{4}$

This is $\displaystyle \frac{1}{4} \div {4} = \frac{1}{16}$.
