    Multiply both sides by 13 and notice how it cancels with the 13 under the division sign ...

    \frac{k}{13} {\color{blue} \times 13} = 21 {\color{blue} \times 13}
    k = 21 \times {\color{blue} 13}

    So k= 273. Right

    Well, plug it in to your original equation. Does:
    \frac{273}{13} = 21

    If so, then you have the correct solution.
