You're right .... 4x + 2 = 4x has no solution. It leads to the absurdity 2 = 0 .....

Are you sure you copied the question correctly? Alternatively, there might be a misprint in the book you got the question from.

First-Degree Equations and Inequalities is the chapter title. The section title is Equations in One Variable. And the exercise title/instructions are "Solve equations using the Addition and Multiplication Properties of Equations". Right at the beginning, it says, "Solve and check."
