Joe wants to put a border all the way around his bedroom walls 1-inch below the ceiling. The border is sold only in whole rolls, and each roll is 5 yards long. Joe's bedroom is rectangular 12x14ft. What is the minimum number of rolls of border he must buy?

So, I know 1yd. = 3ft...and that area = 168 square feet or 56 square yards and that the perimeter is 52ft or 17.333yd for one wall...not sure how to form an equation with these facts or subtracting out the 1-inch part...

It looks to me like the 1-inch part is irrelavent, a red herring.

The perimeter is 17.333 yd and each roll is 5yds long. So how many 5 go into 17.333? 3 and a bit. So you need 4 rolls.
