Simple question: 3 less 2.99recurring, or any integer less its very near self eg. 1-(0.99r)

Is this an imaginary number, or would it be more like 1 raised to the -z,

z tends to infinity.

It's a number, but it is not rational since you cannot simplify it to a fraction such as $\displaystyle \frac{a}{b}$. Infinity is not a number, so you cannot use it as one in a rational expression. However, even though this number is not rational, but it is real based on your given information.
