Hint: Total cost is a function of all costs. Cost(band) = 650, Cost(dec) = 45, Cos(ref) = 2.20*persons. Total cost = Sum of all individual costs.

I understood your reply slightly. I think the question is asking for several functions. Can you answer part d and e?

Hint for d: Breaking even means total costs = total revenue (the money you collect from customers). How much does it cost one person to get in? What are the total costs as a function of the number of people? Take those and equate them together and solve for the value of persons.
