If you need to find car speed (i.e., position change rate), you divide the distance traveled by the duration of the travel. Since distance is measured in miles and time is measured in hours, speed = distance / time is measured in miles per hour. Similarly, if you need to find data rate, you divide the number of bits transmitted by the duration of the transmission. That's why data rate is measured in bits per second.

What does "as in time" mean here? 33 ms is the length of a period of time. The prefix milli- means one-thousandth, so 33 ms = 0.033 s.
