You could write:

$x^2+49=x^2-(-49)=x^2-(7i)^2=(x+7i)(x-7i)$

(x+7)^2 -14x

This is certainly equal to the original formula but I would not consider it "factoring". I agree with MarkFL. Since the equation $x^2+ 49= 0$ has no real roots, $x^2+ 49$ pr $x^2= -49$ cannot be factored using real coefficients. But it can be factored as $(x- 7i)(x+ 7i)$ since, if $x^2= -49$, then $x= \pm 7i$.
